Changes to Public Question Time during the State of Emergency and Public Health Emergency -COVID19

Due to the State of Emergency and Public Health Emergency declared by the State Government on 16 March 2020, which remain in force, Ordinary Meetings of Council will no longer be held at the Civic Centre, and will not be open to the public. Instead , during the time of the Public Health Emergency, Council Meetings will be held by electronic means, eMeetings, and attendance by members of the public will not be permitted.

Therefore the process for Public Question Time has been changed.

In accordance with the provisions of the Local Government(Administration) Regulations 1996 the following process will now apply:

  1. Members of the public who wish to submit a question for public question time are required to submit their question in writing to the City , via the City email address council@cgg.wa.gov.au. The question must be submitted by no later than 12 noon on the day prior to the meeting.
  2.  Council will set aside time during the electronic meeting to respond to questions submitted by members of the public. Questions and responses will be recorded in the Minutes of the Meeting. Given the Public Health Emergency  and State of Emergency , the council may also determine at the meeting that it is not appropriate to respond to a question at the meeting.
  3.  The operation of subclause 5.7(1) of the City of Greater Geraldton Meeting Procedures Local Law 2011 will be suspended for the duration of electronic meetings, with matters to be determined a the discretion of the Presiding Member. The public question time process , during the Public Health Emergency, will include revised Public Question Time provisions

Guidelines for Public Questions

The following is a guide to assist in preparing questions for public question time:

  •  Public Questions submitted to the City before 12 noon on the day prior to the Council Meeting will be provided with a written response.
  • Questions and responses will be published in the Minutes of the Meeting unless the council have determined that it is not appropriate to respond to the question at the meeting in which instance the question only will be published.
  • This is a “question” time only. Orations, explanations or statements of belief will not be accepted or allowed.
  • Questions must relate to a matter affecting the City of Greater Geraldton.
  • Questions must be appropriate and made in good faith. Those containing defamatory remarks, offensive language or question the competency or personal affairs of council members or employees may be ruled inappropriate by the Mayor or Presiding Member and therefore not considered.
  • Frame your question so that it is both precise and yet fully understood. Long questions covering a multitude of subjects are easily misunderstood and can result in poor replies being given.
  • Prepare your question either on the attached form or alternatively include the information in an email. Use of the form will help you to express the question clearly and provide staff with an accurate record of exactly what you want to know.
  •  To complete the form, just enter your name and address in the appropriate sections together with details of any group you may represent, then write out your question.
  •  Please ensure your form or question are submitted to the Minute Secretary.
  • Questions to be put to the Presiding Member and answered by the council.  No questions can be put to individual councillors.
  • Questions  submitted to the meeting will be responded to in writing.
  • Complex questions that require research, may be Taken on Notice by the Presiding Member and an answer will be forwarded to you in writing. Please note in NO circumstances, will a question be debated or discussed by Council at that meeting.
  • To maximise public participation each person can ask up to three questions. 
  • Where a member of the public submits their question after 12 noon on the day prior to the meeting a written response may be provided at the discretion of the Presiding Member.
  • Where a member of the public submits their question after 12 noon on the day prior to the meeting at which they are to be tabled a verbal response may be provided at the meeting at the discretion of the Presiding Member.
