Geraldton Industrial Lands Project

The Geraldton Industrial Lands Project is being undertaken by the City in response to the global energy shift towards decarbonisation. The aim is to allow the City to proactively shape potential growth within the renewable energy and green industrial sectors whilst managing impacts and retaining community and environmental values.

To date the project consists of two main components.

Geraldton Industrial Lands Study

Following increased interest in large-scale renewable and energy related industrial developments targeting the eastern agricultural areas, the City engaged LK Advisory in February 2024 to undertake the Geraldton Industrial Lands Study.

Through a detailed technical assessment and extensive engagement with industry proponents and agricultural landowners, the Study provides a robust framework to guide the future development of emerging industries in broadacre farming areas. Guided by the principles of ‘farming first’ and ‘flexibility’ the study carefully considers environmental, social and economic factors to ensure new projects deliver lasting benefits, while protecting agricultural productivity, landscape values and managing other known impacts.

The report made a number of key findings and targeted recommendations for Council on how best to support future industrial activity that aligns with community expectations, existing agricultural needs and emerging industries.

The Geraldton Industrial Lands Study was endorsed by Council at its meeting held 26 August 2025 and a copy of the study is available for download here.

Geraldton Industrial Lands Project Implementation

Following the conclusion of the Geraldton Industrial Lands Study, the City engaged multidisciplinary consultancy GHD in March 2026 to undertake specific recommendations identified within the study.

A major focus of this work will be identifying and undertaking modifications to the local planning framework in order to provide flexibility for green industrial proponents while ensuring proposals address identified impacts through appropriate siting, planning, consultation, design and delivery.

Further information on this will be released in due course as the implementation program continues.
