Council has based its budget for 2009/10 on an average
increase of 3.75% for residential properties and 4.5% for non residential
properties on 2008/09 rates.
All rates accounts are calculated by multiplying the properties Gross Rental
Value (GRV) by the applicable rate in the dollar. The 2009/10 rate in the
dollar for Residential properties is 8.2753c; Non Residential properties
have been charged a differential rate of 8.3351c. Additionally non
residential properties in the City Centre, Marina Mixed Use and Additional
Use City zones have been charged a specified area rate of 0.4390c.
The specified area rate has been introduced to fund car parking operations
which includes land acquisition, parking development, operations,
maintenance and any associated financing costs. Whilst city centre
properties are subject to the 4.5% increase for Differential Rates and the
5.5% increase for Specified Area Rates this increase has been offset by the
average reduction of 9% granted to properties during 2008/09 due to Gross
Rental Value decreases at revaluation.
Rural properties have an annual increase of 3.75% however due to Landgate
revising the method of determining unimproved rural land values some
properties may experience an increase over and above the 3.75% applied by
council. The amended valuation has been calculated using a 50% prescribed
percentage in all broad acre farmland in a line from Northampton to
Esperance.
